"The municipality fulfils its tasks in civic self-government for the common good of all inhabitants through its bodies elected by the citizens and, within the framework of the laws, directly through the inhabitants and citizens" (§ 1, sentence 2 of the Sächsische Gemeindeordnung [Saxon municipal code])
The elected bodies of the City of Zwickau are the city council and the lord mayor. The City of Zwickau can only act through these bodies. The city council is the representation of the residents and is the main body of the City of Zwickau. It lays down the principles for the administration of the city and has the decision-making authority for all city matters. This does not apply to tasks which are the responsibility of the lord mayor by law.
The city council consists of the individual city councillors and the lord mayor as chairperson. The number of city councillors is derived from the relevant number of inhabitants and amounts to 48 for the City of Zwickau.
